    Comparative Advantage in Disaster Response

    This paper introduces a framework for a systematic analysis of the comparative advantages of various types of emergency responders. Our hypothesis is that one can define and then test comparative advantages across categories of actors and that a policy-making framework can help prepare better disaster responses in the future. We present an analytic framework that categorizes NGOs, governments, militaries and private responders at various levels. This initial theoretical framework provides a structure to begin to analyze comparative advantage. It suggests that there might be better combinations and sequences of responders in given situations. With the basic theory set forth, the framework is tested against data from two cases: 1) the disaster response following the 2004 Tsunami in Sri Lanka and 2) the response in Honduras after Hurricane Mitch in 1998. Ultimately, this work is intended to inspire other researchers interested in questions of disaster response to employ this methodology to develop and publish cases as well, creating a body of analysis that could then be further refined into policy recommendations to improve humanitarian emergency efforts.This publication is Hauser Center Working Paper No. 38.     Niacin-induced clotting factor synthesis deficiency with coagulopathy

    Although coagulopathy is a well-known complication of severe niacin- induced hepatotoxic reaction, it is not found in patients with minimal aminotransferase level elevations. Three patients with significant clotting factor synthesis deficiency and coagulopathy (prothrombin times, >1.5 times control) from sustained-release niacin had only mild aminotransferase level elevations (1.5 to 2.0 times normal). In each case, protein deficiency, coagulopathy, and aminotransferase level elevation resolved promptly after withdrawal of niacin therapy. In one case, this syndrome recurred after rechallenge with sustained-release niacin, whereas the coagulopathy did not recur in a second patient rechallenged with crystalline niacin. Deficiency in protein synthesis, including coagulation factors, and coagulopathy are unrecognized complications of sustained-release niacin therapy. These cases indicate the need to measure prothrombin times routinely in patients who develop even mild aminotransferase level elevation while receiving sustained- release niacin therapy. These data are important in light of the increasing use of sustained-release niacin in the treatment of patients with lipid disorders

    Communicating the relevance of paleo research in the current societal environment

    It is not an easy task for paleoscientists to communicate the relevance of their research to policy makers and funders. However, an increase in catastrophic environmental calamities related to climate change (e.g. landslide, droughts, flooding) demands a response both in terms of policy-making and future governmental decisions. Often, climate change in the recent past was linked to major shifts in human behavior, which masks the relative contribution of humans and nature. For example, the 4.2 ka BP aridification event was so severe that it may have triggered the collapse of several large civilizations (the Old Kingdom in Egypt and the Akkadian Empire in Mesopotamia; Gibbons 1993). Compilations of long-term records of past variability can help reduce the uncertainties on past, present and future climate changes, and thus support informed societal decisions. Therefore, policymakers should (and some may argue, must) consider the long-term perspective provided by paleoscience research

    The whitethroat woodrat (Neotoma albigula) eats juniper (Juniperus monosperma), but the amount of juniper in its diet varies seasonally. We tested whether changes in juniper consumption are due to changes in ambient temperature and what the physiological consequences of consuming plant secondary compounds (PSCs) at different ambient temperatures might be. Woodrats were acclimated to either 20ÂșC or 28ÂșC. Later, they were given two diets to choose from (50% juniper and a nontoxic control) for 7 d. Food intake, resting metabolic rate (RMR), and body temperature (Tb) were measured over the last 2 d. Woodrats at 28ÂșC ate significantly less juniper, both proportionally and absolutely, than woodrats at 20ÂșC. RMRs were higher for woodrats consuming juniper regardless of ambient temperature, and Tb was higher for woodrats consuming juniper at 28ÂșC than for woodrats eating control diet at 28ÂșC. Thus, juniper consumption by N. albigula is influenced by ambient temperature. We conclude that juniper may influence thermoregulation in N. albigula in ways that are helpful at low temperatures but harmful at warmer temperatures in that juniper PSCs may be more toxic at warmer temperatures. The results suggest that increases in ambient temperature associated with climate change could significantly influence foraging behavior of mammalian herbivores

    Population dynamics, delta vulnerability and environmental change: comparison of the Mekong, Ganges–Brahmaputra and Amazon delta regions

    Tropical delta regions are at risk of multiple threats including relative sea level rise and human alterations, making them more and more vulnerable to extreme floods, storms, surges, salinity intrusion, and other hazards which could also increase in magnitude and frequency with a changing climate. Given the environmental vulnerability of tropical deltas, understanding the interlinkages between population dynamics and environmental change in these regions is crucial for ensuring efficient policy planning and progress toward social and ecological sustainability. Here, we provide an overview of population trends and dynamics in the Ganges–Brahmaputra, Mekong and Amazon deltas. Using multiple data sources, including census data and Demographic and Health Surveys, a discussion regarding the components of population change is undertaken in the context of environmental factors affecting the demographic landscape of the three delta regions. We find that the demographic trends in all cases are broadly reflective of national trends, although important differences exist within and across the study areas. Moreover, all three delta regions have been experiencing shifts in population structures resulting in aging populations, the latter being most rapid in the Mekong delta. The environmental impacts on the different components of population change are important, and more extensive research is required to effectively quantify the underlying relationships. The paper concludes by discussing selected policy implications in the context of sustainable development of delta regions and beyond

    A comparison of A-level performance in economics and business studies: how much more difficult is economics?

    This paper uses ALIS data to compare academic performance in two subjects often viewed as relatively close substitutes for one another at A-level. The important role of GCSE achievement is confirmed for both subjects. There is evidence of strong gender effects and variation in outcomes across Examination Boards. A counterfactual exercise suggests that if the sample of Business Studies candidates had studied Economics nearly 40% of those who obtained a grade C or better in the former subject would not have done so in the latter. The opposite exercise uggests that 12% more Economics candidates would have achieved a grade C or better if they had taken Business Studies. In order to render a Business Studies A-level grade comparable to an Economics one in terms of relative difficulty, we estimate that a downward adjustment of 1.5 UCAS points should be applied to the former subject. This adjustment is lower than that suggested by correction factors based on conventional subject pair analysis for these two subjects
